Smart Audience allows you to determine how many IDs you want; the smaller your audience, the more likely it will result in a conversion, so you will need to balance the reach and performance accordingly.
A minimum size of 500,000 is recommended; the maximum allowed is 10,000,000. Note that the minimum and maximum size will vary depending on the country.
